TERRORISM PREVENTION
What YOU need to know to PREVENT terrorism!

The National Strategy for Homeland Security emphasizes prevention of terrorist attacks and asserts that unless prevention efforts are successful, “…a new wave of terrorism, potentially involving the world’s most destructive weapons looms in America’s future.”

What the Community should report to the Police
Anything that appears suspicious, to include, but not be limited to:
• Residents exhibiting guarded and/or secretive behavior
• Evidence of unusual chemicals in or around living areas or garages
• Civilian possession of military or police training manuals
• Use of pay phones, vice personal or cell phones
• Thefts or purchases of police emergency services or other official uniforms and insignia
• Acquisition of used emergency vehicles such as ambulances, police cars, fire trucks

What a Police Officer Should Look For
• Multiple sets of identification
• Foreign travel documents: passports, airline receipts, military or aircraft flight training manuals
• Cameras, video, and commo equipment (walkie-talkies, radios)
• Military equipment: packs, medical supplies, weapons, or explosives
• GPS units, sketches, maps, hotel receipts, photography of sensitive Infrastructure installations
• Aberrant driving patterns (target reconnaissance or counter surveillance)

How Important are the United States and the West as targets for al-Qaeda?

Defeating Terrorists
Terrorist Acts can be prevented by:

• Increasing public awareness of the general terrorist threat.

• Encouraging members of the community, private sector, and local governments to report anomalies to the police.

• Fusing these reports together (connecting the dots) to reveal terrorist preparations, and sharing the information upward and downward.

• Arming State, local police, and security agencies with the information so that they can prevent terrorists from achieving their goal to destroy us.

Simple to execute?

NO!

It is no easy task to organize a community to observe, report and fuse together pieces of information to identify terrorists’ pre-attack preparations in an effort to prevent terrorist incidents. But it is possible, and the U.S. Department of Homeland Security has designated CRA as its representative to help states, counties, and municipalities develop and organize those capabilities.
CRA has a broad range of law enforcement and intelligence counterterrorism experts who are charged with helping you develop plans to detect and prevent terrorists from attacking your community.

The CRA Prevention Strategy
• Collection – Make your community aware of the terrorist threat. Promote timely reporting by the public, the private sector, and local authorities on unusual and anomalous situations and activities to an Information/Intelligence Center
• Threat Information Evaluation – Aggregate community reports. Compare and cross-check them. Conduct follow-up field interviews. Pass the information to a Threat Analysis Center.
• Threat Analysis – Intensively study the community’s reports. Check with all available criminal intelligence information in order to compile a Comprehensive Picture of Crime and possible Terrorist Activity within your jurisdiction.
• Protection – Acting on the Comprehensive Threat Picture, plan counter-measures to include physical protection, public affairs and other measures to detect, disrupt, interdict, deny, defeat or thwart the terrorist threat.

  1. amazing information. extremely useful. there were a few articles in the newspaper a few days back informing the community about the signs a suicide bomber exhibits. i didn’t really comprehend the use of the article then. but aftyer reading this I do! thank you.
